A design is a count of cells, not a size. The same 100×140 chart is 25×35 cm in 2.5 mm drills and 50×70 cm in 5 mm beads — the chart did not change, the material did.
Going smaller to save money loses detail first and a face second: a portrait needs about 30×40 cm to be recognisable and 40×50 cm to be clear.
Cross-stitch needs fabric bigger than the design — 7.6 cm of margin on every side is what a hoop or a frame needs to hold on to.
